Recently, the Hohhot Tobacco Monopoly Bureau of Inner Mongolia Autonomous Region has taken the "three focuses" as the starting point to effectively build a regulatory barrier for logistics delivery links. 
One is to focus on network survey and weave a dense "basic information network". Building logistics delivery network information based on low code platforms, requiring grassroots bureaus to conduct a thorough investigation of logistics delivery locations within their jurisdiction. By accurately locating the geographical location of the network through the platform, key information such as network name, contact information, and storefront photos can be entered in real-time, laying a solid data foundation for subsequent regulatory work. 
The second is to focus on delivery inspections and build a strong "regulatory and prevention wall". Deepen the collaborative linkage with logistics delivery enterprises, adopt a combination of "rotating job changes+resident inspections" mode, increase supervision of logistics concentration areas and distribution centers, visit key express delivery outlets in the jurisdiction at the same time, search for suspicious packages, dig deep into case clues, and severely crack down on illegal activities related to tobacco in the logistics delivery process. 
The third is to focus on propaganda and guidance, and consolidate the "joint governance force field". Popularize tobacco monopoly laws and regulations to logistics delivery enterprises and their employees, and urge logistics delivery enterprises to strictly implement the management regulations on prohibited items. At the same time, widely publicize the channels for reporting illegal tobacco related clues and reward policies, encourage practitioners to actively report illegal tobacco related behaviors, and form a regulatory synergy.
